Cook the Pasta
In a large pot, bring water to a boil. Add 2 cups of elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

Make the Roux
In a saucepan over medium heat, melt 4 tablespoons of butter. Once melted, whisk in 1 tablespoon of all-purpose flour and cook for about 1 minute until it turns light golden.

Add Milk
Slowly whisk in 2 cups of milk, stirring constantly to avoid lumps. Bring the mixture to a simmer, allowing it to thicken slightly.

Add Cheeses and Seasonings
Remove the saucepan from heat and stir in 2 cups of shredded cheddar cheese, 4 oz of cream cheese, 1 tsp of salt, 1 tsp of black pepper, 1 tsp of garlic powder, and 0.5 tsp of paprika. Stir until all the cheeses are melted and the sauce is smooth.

Combine Pasta and Sauce
In a large mixing bowl, combine the cooked macaroni with the cheese sauce. Mix well to ensure all the pasta is coated with the sauce.

Prepare Topping
In a small bowl, mix together 1 cup of bread crumbs, 0.5 cup of grated Parmesan cheese, and 2 tablespoons of melted butter.

Assemble and Bake
Preheat the oven to 350°F (175°C). Transfer the macaroni and cheese mixture into a greased baking dish. Sprinkle the breadcrumb topping evenly over the top. Bake in the preheated oven for 25-30 minutes or until the top is golden and crispy.
