Prepare the Brownie Batter
Sift together the flour and cocoa powder in a separate bowl before gently folding it into the chocolate mixture until combined. Do not over-mix.

Bake the Brownies
Pour the brownie batter into a greased 8x8 inch baking dish. Bake for 20-25 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs. Let cool slightly before cutting into squares.

Prepare the Cookie Dough
In a large mixing bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy. Beat in the egg and vanilla extract. In a separate bowl, combine the flour, baking soda, and salt. Gradually add the dry ingredients to the wet ingredients until just combined. Fold in the chocolate chips.

Bake the Cookies
Preheat the oven to 350°F (175°C). Drop spoonfuls of the cookie dough onto a lined baking sheet, spacing them about 2 inches apart. Bake for 10-12 minutes, or until the edges are golden. Let cool on the baking sheet for a few minutes before transferring to a wire rack.

Plate the Dessert
On a serving platter, place one warm brownie in the center. Arrange four warm cookies around the brownie. Drizzle the salted caramel sauce and chocolate sauce over the brownie and cookies. Add a scoop of vanilla soft serve on top of the brownie or on the side.
