Spring Roll Filling Preparation

Prepare the Vegetables
In a large mixing bowl, combine the shredded carrots, sliced cabbage, sliced bell pepper, and chopped green onions.

Add Flavor
Add the minced garlic, soy sauce, sesame oil, salt, and black pepper to the vegetable mixture. Toss well to ensure all ingredients are evenly coated.
Rolling the Spring Rolls

Prepare the Wrappers
Lay a spring roll wrapper on a clean, dry surface, with one corner facing you.

Fill the Wrapper
Place about 2 tablespoons of the vegetable mixture on the lower third of the wrapper.

Roll It Up
Fold the bottom corner of the wrapper over the filling, then fold in the sides and roll tightly upwards. Seal the top with a little water.
Frying the Spring Rolls

Heat the Oil
In a deep skillet or frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Rolls
Carefully add the spring rolls, a few at a time, to the hot oil. Fry until golden brown and crispy, about 3-4 minutes per side.

Drain Excess Oil
Remove the spring rolls from the oil and place them on a plate lined with paper towels to drain excess oil.
Serving

Serve with Dipping Sauce
Arrange the crispy spring rolls on a serving platter and serve with sweet chili sauce for dipping.
