Preparation of the Filling

Prepare the Vegetables
In a large mixing bowl, combine the finely shredded cabbage, grated carrot, thinly sliced bell pepper, and chopped green onions.

Flavor the Filling
Add minced garlic, soy sauce, sesame oil, salt, and pepper to the vegetable mixture. Toss everything together until well combined.
Assembling the Spring Rolls

Prepare the Wrappers
Lay a spring roll wrapper on a clean, flat surface with one corner pointing towards you.

Fill the Wrapper
Place about 2 tablespoons of the vegetable filling near the corner closest to you. Fold the corner over the filling tightly, then fold the sides in and roll up the wrapper to form a tight cylinder. Seal the edge with a little water.

Repeat
Repeat the process with the remaining wrappers and filling until all are assembled.
Frying the Spring Rolls

Heat the Oil
In a deep frying pan or wok, heat the vegetable oil over medium-high heat until it reaches about 350°F (175°C).

Fry the Spring Rolls
Carefully add the spring rolls to the hot oil, a few at a time, without overcrowding. Fry until they are golden brown and crispy, about 3-4 minutes per side.

Drain and Serve
Remove the fried spring rolls with a slotted spoon and drain on paper towels. Serve hot with your favorite dipping sauce.
