In a bowl, combine the chicken thighs, soy sauce, rice vinegar, cornstarch, sesame oil, minced garlic, and grated ginger. Mix well to coat the chicken evenly. Cover and refrigerate for at least 30 minutes.

In a separate bowl, whisk together the all-purpose flour, cornstarch, salt, black pepper, and water until smooth. Set aside.

In a small saucepan, mix together the soy sauce, sugar, rice vinegar, sesame oil, Sriracha, and chicken broth. Heat over medium heat until it starts to simmer.

In a small bowl, mix the cornstarch and water to create a slurry. Add this to the simmering sauce, stirring constantly until the sauce thickens. Remove from heat and set aside.
