Make the Dough
In a large bowl, combine all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough on a floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Roll Out the Dough
After resting, divide the dough into small balls. Roll each ball into thin circles (about 3 inches in diameter) on a floured surface. Keep them covered with a damp cloth to prevent drying.

Prepare the Filling
In a bowl, combine chopped scallops, ground pork, green onions, grated ginger, soy sauce, sesame oil, salt, and pepper. Mix well until all ingredients are combined.
Assembly

Fill the Dumplings
Take one dumpling wrapper and place about 1 tablespoon of the filling in the center. Moisten the edges with water, then fold and pleat the wrapper to seal the filling inside. Repeat until all dough and filling are used.
Cooking

Steam the Dumplings
Prepare a steamer over boiling water. Place the shumai in the steamer basket, making sure they are not touching. Cover and steam for 8-10 minutes until cooked through.

In a small bowl, mix together mayonnaise, Sriracha sauce, and lime juice until well combined.

Once the dumplings are cooked, serve them hot with a drizzle of spicy mayo and topped with salmon roe and chopped cilantro.
