Make the Dough
In a large bowl, combine the all-purpose flour and salt. Gradually add the water while mixing until a smooth dough forms. Knead the dough for about 5-7 minutes until elastic. Cover with a damp cloth and let it rest for 30 minutes.

Roll Out the Dough
After resting, divide the dough into four pieces. Roll out each piece on a floured surface until thin. Cut into squares (about 2 inches).

Fill the Dumplings
Place a small spoonful of the beef mixture in the center of each square. Fold the square over to form a triangle and pinch the edges to seal. You can also fold the triangle over into a tortellini shape if desired.

Cook the Dumplings
Bring a large pot of salted water to a boil. Drop the dumplings in batches and cook for about 8-10 minutes until they float to the top. Remove with a slotted spoon and set aside.

Make the Burnt Butter Sauce
In a small saucepan, melt the butter over medium heat until it turns golden brown. Remove from heat and stir in Aleppo pepper.
