Beef Marinade

Prepare the Flank Steak
Slice the flank steak against the grain into thin strips, approximately 1/4 inch thick.

Marinate the Beef
In a bowl, combine 1 cup of soy sauce, brown sugar, 2 tablespoons of cornstarch, and minced garlic. Add the sliced flank steak to the marinade, ensuring all pieces are coated. Cover and refrigerate for at least 30 minutes.
Cooking the Beef

Heat the Pan
In a large skillet or wok, heat 2 tablespoons of vegetable oil over medium-high heat until shimmering.

Prepare the Vegetables

Sauté the Vegetables
In the same skillet, add chopped green onions, sliced bell pepper, and grated ginger. Stir-fry for 3-4 minutes until the vegetables are tender but still vibrant.
Make the Sauce

Combine Ingredients
In a bowl, whisk together 1 cup of soy sauce, rice vinegar, water, red pepper flakes, and sesame oil.

Add Sauce to the Pan
Pour the sauce mixture into the skillet with the sautéed vegetables. Bring to a simmer and cook for 2-3 minutes.
Combine and Serve

Cook the Rice
In a pot, combine 2 cups of white rice and 4 cups of water. Bring to a boil, then reduce heat to low, cover, and simmer for 15-20 minutes or until the rice is cooked and water is absorbed.

Serve Mongolian beef over a bed of fluffy white rice, garnished with additional chopped green onions if desired.
