Prepare the Dumpling Dough

Mix the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough on a floured surface for about 5 minutes until it's smooth. Cover with a damp cloth and let it rest for 30 minutes.

In another bowl, mix together the ground chicken, chopped green onions, minced ginger, minced garlic, soy sauce, sesame oil, salt, and black pepper until well combined.
Assemble the Dumplings

Roll Out the Dough
After resting, divide the dough into small pieces (about the size of a golf ball). Roll each piece into a circle about 3 inches in diameter.

Fill the Dumplings
Place a tablespoon of filling in the center of each dough circle. Fold the dough over the filling to create a half-moon shape and pinch the edges together to seal tightly.
Cooking the Dumplings

Frying Method
In a large skillet, heat the vegetable oil over medium-high heat. Add the dumplings and fry for about 3-4 minutes until the bottoms are golden brown. Add 1 cup of water to the skillet, cover, and let steam for 5-7 minutes until the water has evaporated and the dumplings are cooked through.

Steaming Method
Place dumplings in a steamer basket lined with parchment paper. Steam over boiling water for about 15-20 minutes until the dumplings are cooked through.
