Prepare the Batter
In a large mixing bowl, combine the flour, baking powder, salt, and black pepper. Gradually whisk in the beer until the batter is smooth and free of lumps. Let the batter rest for about 15 minutes.

Batter the Fish
Dip each fish fillet into the batter, ensuring it's well-coated.

Fry the Fish
Carefully place the battered fish fillets into the hot oil, frying in batches to avoid overcrowding. Fry for about 4-5 minutes on each side or until golden brown and cooked through. Remove and drain on paper towels.

Assemble the Sandwiches
On the bottom half of each toasted hoagie roll, place a lettuce leaf, followed by a fried fish fillet, a slice of tomato, and a generous drizzle of tartar sauce. Top with the other half of the roll.
