    In a medium saucepan, combine the long-grain white rice and 2 cups of vegetable broth or water. Bring to a boil over medium-high heat. Once boiling, reduce the heat to low, cover the pan, and let it simmer for about 15-20 minutes or until the rice is tender and the liquid is absorbed. Remove from heat and let it sit covered for 5 minutes, then fluff with a fork.

    In a large skillet, heat 2 tablespoons of olive oil over medium heat. Add the chopped onion and bell pepper, sautéing for about 5 minutes until they are soft. Add the minced garlic and cook for an additional 1-2 minutes until fragrant.

    Stir in the black beans, cumin powder, chili powder, salt, and black pepper. Cook for about 5 minutes, allowing the flavors to meld together and the beans to heat through.

    Fry the Plantains

    While the bean mixture is cooking, peel the ripe plantains and slice them diagonally into 1-inch thick pieces. In a separate skillet, heat a little more olive oil over medium heat. Fry the plantain slices for about 3-4 minutes on each side or until they are golden brown and caramelized. Remove from the skillet and drain on paper towels.
