Boil the Pasta
In a large pot, bring water to a boil. Add 2 cups of elbow macaroni and a pinch of salt. Cook according to package instructions, usually about 8-10 minutes, until al dente. Drain and set aside.
Making Cheese Sauce

Prepare the Roux
In a medium saucepan, melt 4 tablespoons of unsalted butter over medium heat. Once melted, whisk in 1 tablespoon of all-purpose flour. Continue to whisk for about 1-2 minutes until the mixture is bubbly and slightly golden.

Add Milk
Gradually whisk in 2 cups of milk, ensuring there are no lumps. Bring the mixture to a gentle simmer while continuously stirring.

Add Cheeses and Seasoning
Once the milk mixture is simmering, reduce the heat to low. Add 2 cups of shredded cheddar cheese and 1 cup of cream cheese, stirring until completely melted and smooth. Season with 1 tsp of salt, 0.5 tsp of black pepper, and 0.5 tsp of garlic powder.

Combine Pasta and Sauce
Add the drained macaroni to the cheese sauce, stirring until the pasta is fully coated.

If using, preheat your oven to 350°F (175°C). Transfer the macaroni and cheese mixture to a greased baking dish.
