Cook the Macaroni
In a large pot, bring water to a boil. Add salt and macaroni. Cook according to package instructions until al dente, usually about 8-10 minutes. Drain and set aside.

Lower the heat and add the cheddar cheese and cream cheese to the sauce. Stir until fully melted and combined. Season with garlic powder, onion powder, and black pepper. Remove from heat.
