Add Seasonings
To the cooked beef, add garlic powder, onion powder, cumin, salt, and black pepper. Stir well and cook for an additional 2-3 minutes.

Mix in Rice and Beans
Add cooked rice and black beans to the skillet. Mix thoroughly and cook for another 2-3 minutes until heated through.

Warm the Tortillas
In a separate skillet or microwave, warm the flour tortillas until pliable, about 30 seconds to 1 minute.

Assemble the Burritos
Place a portion of the beef mixture in the center of each tortilla. Fold the sides in and roll tightly to form a burrito.
Making the Burrito Sauce

Combine Sauce Ingredients
In a saucepan, combine tomato sauce, chili powder, garlic powder, onion powder, cumin, salt, and black pepper.

Simmer the Sauce
Bring the mixture to a simmer over medium heat. Let it cook for about 10 minutes, stirring occasionally.

Place the assembled burritos on a serving plate.
