Prepare the Vegetables
Grate the daikon radish and turnip using a box grater or food processor. Place the grated vegetables in a clean kitchen towel and twist to squeeze out excess moisture.

Mix the Ingredients
In a large bowl, combine the grated daikon radish, turnip, ground pork, shredded carrots, minced garlic, green onions, salt, black pepper, and soy sauce. Mix well.

Add Binding Agents
Add the all-purpose flour and the whole egg to the mixture. Stir until the mixture is well combined and forms a thick batter.

Heat the Oil
In a large skillet, heat the vegetable oil over medium heat.

Cook the Cakes
Once the oil is hot, scoop about 1/4 cup of the mixture into the skillet for each cake. Flatten slightly with a spatula. Cook for 4-5 minutes on each side, or until golden brown and cooked through.
