Dough Preparation

Mix Dry Ingredients
In a large mixing bowl, combine the all-purpose flour, granulated sugar, instant yeast, baking powder, and salt. Whisk together until well blended.

Make Dough
Gradually add the wet ingredients to the dry ingredients, stirring until a soft dough forms. Knead the dough on a floured surface for about 10 minutes until it is smooth and elastic.

Place the dough in a lightly greased bowl, cover it with a damp cloth, and let it rise in a warm place for about 1 hour or until it has doubled in size.
Filling Preparation

Prepare Chocolate Filling
In a small saucepan over low heat, combine the chopped dark chocolate and heavy cream. Stir continuously until the chocolate is melted and smooth. Remove from heat and let it cool.
Assembling and Cooking

Shape the Dough
Once the dough has risen, punch it down and divide it into equal pieces (about 12). Roll each piece into a ball, then flatten it into a disc.

Fill the Dough
Spoon about 1 tablespoon of the chocolate filling into the center of each disc. Gather the edges of the dough over the filling and pinch to seal.

Shape Into Panda
Shape the filled buns into panda shapes by forming the body and head. Use additional dough to create the ears and tail. Ensure all pieces are securely attached.

Place the shaped buns on a parchment-lined steamer basket. Cover with a damp cloth and let them rise for an additional 30 minutes.

Steam the Buns
Bring water to a boil in a steamer pot. Place the steamer basket over the boiling water, cover, and steam the buns for about 15-20 minutes until they are fluffy and cooked through.

Decorate the Buns
Once the buns have cooled slightly, use white and black fondant to create panda features. Shape the white fondant into the face and body, and the black fondant into the eyes and ears. Attach edible eyes to the face.
