Prepare the Marinade
In a large bowl, mix together the soy sauce, five spice powder, brown sugar, sliced ginger, minced garlic, salt, and black pepper.

Marinate the Brisket
Place the beef brisket into the marinade, ensuring it is fully covered. Cover and refrigerate for at least 4 hours or overnight for best results.

Braise the Brisket
In a large pot, add the marinated brisket along with the marinade and 2 cups of water. Bring to a boil, then reduce heat to low, cover, and simmer for about 3 hours or until the meat is tender.

Prepare Garnish
Chop green onions and set aside for garnishing the buns.

Activate the Yeast
In a small bowl, combine warm water and sugar, then sprinkle the active dry yeast over the top. Let it sit for about 10 minutes until it becomes frothy.

Mix the Dough
In a large mixing bowl, combine the all-purpose flour, baking powder, and salt. Add the frothy yeast mixture and knead until a smooth dough forms, about 10 minutes.

Let the Dough Rise
Cover the dough with a damp cloth and let it rise in a warm place for about 1 hour or until it has doubled in size.

Shape the Buns
Once risen, punch down the dough and divide it into 12 equal pieces. Roll each piece into a ball and flatten it into a disc shape.

Place the buns on parchment paper in a steamer basket, cover, and steam for about 15-20 minutes until fluffy and cooked through.
