    In a large mixing bowl, combine the all-purpose flour, baking powder, and salt. Stir until well mixed.

    Add the vegetable oil or lard to the dry ingredients and mix with your fingers until the mixture resembles coarse crumbs.

    Add Water

    Gradually add warm water to the mixture, stirring until a dough begins to form. You may not need all the water.

    Knead the Dough

    Turn the dough onto a lightly floured surface and knead for about 5-7 minutes until smooth and elastic.

    Cover the dough with a damp cloth and let it rest for at least 30 minutes.

    After resting, divide the dough into 24 equal pieces and shape them into balls.
