Prepare the Onions
Peel the onions and slice them into 1/2 inch thick rings. Separate the rings and set aside.

Make the Batter
In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold water until the batter is smooth and has a thick consistency.

Coat the Onion Rings
Dip each onion ring into the batter, allowing the excess to drip off. Then coat the onion rings with panko breadcrumbs, pressing gently to ensure they stick.

Heat the Oil
In a deep frying pan or a large pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Onion Rings
Carefully add the coated onion rings to the hot oil in batches. Fry until golden brown and crispy, about 3-4 minutes per side. Remove from oil and drain on paper towels.

Serve the onion rings hot, piled high in a basket with your favorite dipping sauce.
