Cook the Beef
In a large skillet over medium heat, add the ground beef and cook until browned, breaking it apart with a spoon (about 5-7 minutes).

Season the Filling
Stir in the refried beans, chili powder, cumin, salt, black pepper, and chopped cilantro. Cook for another 2-3 minutes until heated through. Remove from heat and let cool slightly.

Add Cheese
Mix in the shredded cheese until well combined with the beef mixture.

Prepare the Tortillas
Lay out the flour tortillas on a clean surface. Spoon an even amount of the filling mixture onto the center of each tortilla.

Roll the Chimichangas
Fold the sides of the tortilla over the filling, then carefully roll it up from the bottom to the top, making sure to tuck in the sides as you roll.

Heat the Oil
In a deep skillet or frying pan, heat the vegetable oil over medium-high heat until hot but not smoking.

Fry the Chimichangas
Carefully place the rolled chimichangas seam-side down into the hot oil. Fry for about 4-5 minutes until golden brown, then turn to fry the other side for an additional 3-4 minutes.

Remove the chimichangas from the oil and place on paper towels to drain excess oil. Serve hot with sour cream, salsa, and guacamole on the side.
