    Cook the Beef

    In a large skillet over medium heat, add the ground beef and cook until browned, breaking it apart with a spoon (about 5-7 minutes).

    Add Onions and Garlic

    Add the chopped onion and minced garlic to the skillet. Cook until the onion is translucent, about 3-4 minutes.

    Season the Filling

    Stir in the refried beans, chili powder, cumin, salt, black pepper, and chopped cilantro. Cook for another 2-3 minutes until heated through. Remove from heat and let cool slightly.

    Mix in the shredded cheese until well combined with the beef mixture.

    Prepare the Tortillas

    Lay out the flour tortillas on a clean surface. Spoon an even amount of the filling mixture onto the center of each tortilla.

    Roll the Chimichangas

    Fold the sides of the tortilla over the filling, then carefully roll it up from the bottom to the top, making sure to tuck in the sides as you roll.
