Preparing the Steak

Marinate the Steak
In a bowl, combine olive oil, ground cumin, garlic powder, salt, and black pepper. Add the steak and coat it well with the marinade. Let it marinate for at least 30 minutes.

Prepare the Tortillas
Warm the flour tortillas in a dry skillet or microwave until they are pliable.

Layer the Ingredients
On each tortilla, add a portion of cooked rice, black beans, sliced steak, shredded cheese, sour cream, and salsa. If using, sprinkle fresh cilantro on top.

Wrap the Burrito
Fold the sides of the tortilla over the filling, then roll it from the bottom up to create a tight burrito. Repeat this process for the remaining tortillas.
