Cook the Filling
In a skillet over medium heat, add olive oil and sauté the chopped onion and minced garlic until softened. Add the ground beef or shredded chicken, cumin, chili powder, salt, and black pepper. Cook until the meat is browned and fully cooked. Mix in the refried beans and stir until well combined. Remove from heat.

Assemble the Chimichangas
Place a tortilla on a flat surface. Spoon a portion of the filling onto the center of the tortilla, then sprinkle with shredded cheddar cheese. Fold the sides over the filling and roll up the tortilla tightly to form a burrito. Repeat with the remaining tortillas and filling.

Fry the Chimichangas
In a large pot or deep fryer, heat oil to 350°F (175°C). Carefully place the assembled chimichangas in the hot oil, a few at a time, and fry until golden brown and crispy, about 3-4 minutes per side. Remove from oil and drain on paper towels.

Serve
Top the fried chimichangas with cheese sauce, sour cream, and guacamole as desired. Serve hot.
