    In a large skillet over medium heat, add the raw shrimp. Cook for 3-4 minutes until they turn pink and opaque. Remove the shrimp from the skillet and set aside.

Making the Sauce

    In the same skillet, melt the butter over medium heat. Add the minced garlic and sauté for about 1 minute until fragrant.

    Sprinkle the flour over the melted butter and garlic. Whisk continuously for about 1-2 minutes until a roux forms.

    Gradually add the milk to the roux, whisking constantly to avoid lumps. Cook for an additional 2-3 minutes until the mixture thickens.

    Incorporate Cheese

    Reduce the heat to low and add the smoked Gouda cheese, stirring until melted and the sauce is creamy. Season with salt, black pepper, and Italian seasoning.

    Add the cooked penne pasta and sautéed shrimp to the cheese sauce. Stir well to combine, ensuring all pasta is coated.
