    Marinate the Steak

    In a bowl, combine soy sauce, minced garlic, and black pepper. Add the skirt steak and marinate for at least 1 hour, preferably overnight in the refrigerator.

    Cook the Garlic Rice

    In a large skillet, heat 1 tablespoon of vegetable oil over medium heat. Add 2 cloves of minced garlic and sauté until golden brown. Add the cooked rice and stir-fry for about 5-7 minutes until heated through. Season with salt to taste.

    Cook the Steak

    Remove the skirt steak from the marinade and let excess marinade drip off. In the same skillet, heat the remaining tablespoon of vegetable oil over medium-high heat. Cook the steak for about 3-4 minutes per side or until desired doneness. Let the steak rest for a few minutes before slicing.

    Fry the Eggs

    In a separate pan, fry the eggs to your liking (sunny-side up or over-easy).

    Assemble the Dish

    On a plate, serve a portion of garlic rice, top with sliced skirt steak, a fried egg, and a side of atsara.
