Prepare the Batter
In a large bowl, mix together the all-purpose flour, cornstarch, baking powder, and salt. Gradually stir in the ice water until a lumpy batter forms. Do not overmix; the batter should be light and airy.

Heat the Oil
In a deep pot or fryer, heat the vegetable oil to 350°F (175°C). Use a thermometer to maintain the temperature.

Batter the Shrimp and Vegetables
Dip the shrimp and julienned vegetables into the batter, ensuring they are well-coated.

Fry the Tempura
Carefully place the battered shrimp and vegetables into the hot oil, a few at a time. Fry until golden brown and crispy, about 2-3 minutes for shrimp and 3-4 minutes for vegetables. Remove with a slotted spoon and drain on paper towels.

Serve the shrimp tempura hot with dipping sauce, such as soy sauce or tempura sauce.
