    Thinly slice the beef sirloin against the grain into strips about 1/4 inch thick.

    Trim the scallions, cutting them to a length of about 6 inches.

    In a bowl, mix together the soy sauce, mirin, sugar, sesame oil, and black pepper.

    Place the beef slices in the marinade, ensuring they are coated well. Let marinate for at least 30 minutes.

    Take a slice of marinated beef, place 1-2 scallions at one end, and roll up tightly. Repeat with remaining beef and scallions.

    Heat vegetable oil in a skillet over medium-high heat. Add the beef rolls and cook for about 2-3 minutes per side until browned and cooked through.
