Make the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough on a floured surface for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a medium bowl, combine the ground pork, finely chopped cabbage, chopped green onions, minced garlic, grated ginger, soy sauce, sesame oil, and season with salt and black pepper to taste. Mix until well combined.

Assemble the Pot Stickers
After the dough has rested, divide it into small balls (about 1 inch in diameter). Roll each ball into a thin circle (about 3 inches in diameter). Place a teaspoon of the filling in the center of each circle. Fold the dough over and pinch the edges to seal, making sure there are no air pockets.

Cook the Pot Stickers
In a large skillet, heat the vegetable oil over medium heat. Place the pot stickers in the skillet, making sure they are not touching. Cook for about 2-3 minutes until the bottoms are golden brown. Carefully add 1 cup of water to the skillet and cover immediately. Steam the pot stickers for about 5-7 minutes until the water has evaporated and the pot stickers are cooked through.
