Prepare the Scallops
Rinse the sea scallops under cold water and pat dry with paper towels. Season with salt and black pepper.

Make the Batter
In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, garlic powder, and paprika. Whisk together until well blended. In a separate bowl, whisk the egg and cold water together. Gradually add the wet ingredients to the dry ingredients, stirring until just combined. The batter should be smooth and slightly thick.

Heat the Oil
In a deep frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Scallops
Dip each seasoned scallop into the batter, ensuring it is fully coated. Carefully place the coated scallops into the hot oil, a few at a time, being careful not to overcrowd the pan. Fry for 2-3 minutes on each side or until golden brown and crispy. Use a slotted spoon to remove the fried scallops and transfer them to a plate lined with paper towels to drain excess oil.
