Prep the Shrimp
Rinse the peeled and deveined shrimp under cold water and pat them dry with paper towels.

Mix the Dry Ingredients
In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, garlic powder, and paprika. Whisk together until well combined.

Prepare the Batter
Gradually add the cold water to the dry mixture, whisking until the batter is smooth and free of lumps. The batter should be thick enough to coat the shrimp.

Heat the Oil
In a large, heavy-bottomed pot or deep fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Shrimp
Dip each shrimp into the batter, ensuring it's well coated, and carefully place it in the hot oil. Fry in batches to avoid overcrowding. Cook for about 2-3 minutes or until the shrimp are golden brown and crispy.

Drain the Shrimp
Using a slotted spoon, remove the fried shrimp from the oil and place them on a plate lined with paper towels to drain excess oil.

Arrange the fried shrimp on a serving platter. Serve with lemon wedges and cocktail sauce on the side.
