Making the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water and knead until a smooth dough forms. Cover with a damp cloth and let it rest for 30 minutes.

Preparing the Filling
In a medium bowl, mix together the ground pork, chopped cabbage, grated carrot, green onions, soy sauce, sesame oil, minced ginger, minced garlic, salt, and pepper. Stir until well combined.

Forming the Dumplings
After the dough has rested, divide it into small pieces (about the size of a golf ball). Roll each piece into a thin circle. Place a small spoonful of filling in the center of each circle. Fold the dough over the filling to create a half-moon shape and pinch the edges to seal. You can also pleat the edges for decoration.

Frying the Dumplings
In a large skillet over medium-high heat, heat the oil. Add the dumplings and fry until the bottoms are golden brown, about 3-4 minutes. Add water to the skillet (enough to cover the bottom), cover, and let steam for another 5-6 minutes until the water evaporates and the dumplings are cooked through.

Steaming the Dumplings
If you prefer steaming, place the dumplings in a steamer basket lined with parchment paper (to prevent sticking). Steam over boiling water for about 10-12 minutes until the dumplings are fully cooked.
