Prepare Filling

Cook the Meat
In a large skillet, heat a tablespoon of olive oil over medium heat. Add the chopped onion and sauté until translucent, about 5 minutes. Add ground beef (or shredded chicken) and cook until browned (or heated through for chicken). Stir in minced garlic, chili powder, cumin, salt, and black pepper. Cook for another 2 minutes. Remove from heat and mix in refried beans. Set aside.
Make Enchilada Sauce

Prepare the Sauce
In a saucepan, heat 2 tablespoons of olive oil over medium heat. Stir in tomato sauce, broth, cilantro, salt, garlic powder, onion powder, and chili powder. Bring to a simmer and let cook for 10 minutes, stirring occasionally. Remove from heat and set aside.
Assemble Enchiladas

Fill the Tortillas
Preheat the oven to 375°F (190°C). In a baking dish, spread a thin layer of enchilada sauce on the bottom. Take a corn tortilla, spoon about 1/4 cup of the filling onto the center, roll it up, and place it seam-side down in the baking dish. Repeat with remaining tortillas and filling.

Top with Sauce and Cheese
Once all tortillas are filled and placed in the baking dish, pour the remaining enchilada sauce over the top. Sprinkle shredded cheese generously over the sauce.

Garnish and Serve
Remove from the oven and let cool for a few minutes. Serve warm, garnished with sour cream and chopped fresh cilantro.
