Dough Preparation

Mix Dry Ingredients
In a large mixing bowl, combine 3 cups of all-purpose flour and 1 tsp of salt.

Incorporate Butter
Cut in 1 cup of unsalted butter using a pastry cutter or your fingers until the mixture resembles coarse crumbs.

Add Water
Gradually add 6 tablespoons of cold water, mixing until the dough comes together. You may need to add a little more water if the dough is too dry.

Chill Dough
Wrap the dough in plastic wrap and refrigerate for at least 30 minutes to allow it to rest.

Cook Meat Mixture
In a large skillet over medium heat, add the ground beef. Cook until browned, breaking it up with a spoon.

Add Vegetables and Spices
To the skillet, add the chopped onion, minced garlic, chopped bell pepper, and scotch bonnet pepper. Stir in 1 tsp of ground allspice, 1 tsp of ground cumin, 1 tsp of thyme, and 1 tbs of soy sauce. Season with salt and black pepper to taste. Cook until the vegetables are soft, about 5-7 minutes.

Cool Filling
Remove from heat and let the filling cool to room temperature.
Assembly and Baking

Preheat Oven
Preheat your oven to 375°F (190°C).

Roll Out Dough
On a lightly floured surface, roll out the chilled dough to about 1/8-inch thickness. Cut out circles using a 4-5 inch round cutter.

Fill and Seal Patties
Place 1-2 tablespoons of the meat filling in the center of each dough circle. Fold the dough over to create a half-moon shape and press the edges together to seal. Use a fork to crimp the edges for a decorative touch.

Bake
Arrange the patties on a baking sheet lined with parchment paper and bake in the preheated oven for 25-30 minutes, or until golden brown and flaky.
