Prepare the Dough
In a large bowl, combine the all-purpose flour, sugar, and salt. Cut in the unsalted butter using a pastry cutter or your fingers until the mixture resembles coarse crumbs.

Gradually add cold water, a little at a time, mixing with your hands until the dough comes together. Do not overwork the dough.

Wrap the dough in plastic wrap and refrigerate for at least 30 minutes.

In a saucepan over medium heat, combine grated coconut, brown sugar, water, ground cinnamon, nutmeg, and vanilla extract. Stir continuously until the mixture thickens (about 10-15 minutes). Remove from heat and let it cool.

On a floured surface, roll out the chilled dough to about 1/8 inch thick. Cut out circles of dough that are about 4-5 inches in diameter.
