Rinse the whole snapper under cold water and pat it dry with paper towels. Make 3-4 diagonal slashes on each side of the fish to help it cook evenly and absorb flavors.

In a large bowl, mix together the all-purpose flour, cornstarch, salt, black pepper, garlic powder, and paprika until well combined.
