Prepare the Fish
Clean and scale the fish thoroughly. Pat it dry with paper towels and make a few shallow slashes on both sides of the fish. Rub the fish with salt, black pepper, and lemon juice. Set aside to marinate for at least 30 minutes.

Sear the Fish
In a large skillet, heat 2 tablespoons of vegetable oil over medium-high heat. Carefully add the marinated fish and sear for about 3-4 minutes on each side until golden brown. Remove the fish from the skillet and set aside.

Add Remaining Ingredients
Add the carrot, diced tomato, soy sauce, chicken broth, dried thyme, bay leaf, and optional hot pepper to the skillet. Stir to combine and bring the mixture to a simmer.

Return the Fish
Carefully place the seared fish back into the skillet, spooning some of the sauce over the top. Cover and simmer for about 15-20 minutes until the fish is cooked through and the flavors meld.

Finish with Scallions
Once the fish is cooked, remove the lid and sprinkle the chopped scallions over the top. Let it sit for an additional 2 minutes.
