    In a large skillet over medium heat, add the ground beef, breaking it apart with a spatula. Cook until browned, about 5-7 minutes.

    Add the chopped onion and minced garlic to the skillet with the ground beef. Sauté until the onion becomes translucent, about 3-4 minutes.

    Stir in the chili powder, cumin, salt, and black pepper. Cook for an additional 2 minutes to toast the spices.

    Remove the skillet from heat and mix in the refried beans, shredded cheese, and chopped cilantro until well combined.
