Make the dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until the dough forms. Knead the dough on a floured surface for about 8-10 minutes until smooth. Wrap the dough in a damp cloth and let it rest for at least 30 minutes.

Prepare the filling
In a large bowl, combine ground pork, chicken broth, grated ginger, minced garlic, soy sauce, sesame oil, chopped green onions, salt, and white pepper. Mix well until all ingredients are combined. Chill the filling in the refrigerator for at least 30 minutes.

Assemble the dumplings
After the dough has rested, divide it into small pieces (about 1 inch each) and roll each piece into a thin circle (approximately 3 inches in diameter). Place about 1 tablespoon of the filling in the center of each circle. Carefully pleat the edges of the dough to seal the dumpling, ensuring it is well closed.

Steam the dumplings
Prepare a steamer by bringing water to a boil. Line the steamer basket with parchment paper or cabbage leaves to prevent sticking. Place the dumplings in the steamer, ensuring they are not touching each other. Steam for 10-12 minutes or until the dough is cooked through.
