    Shape the mixture into small patties. Heat vegetable oil in a skillet over medium heat. Cook each potato cake for about 4-5 minutes on each side until golden brown. Drain on paper towels.

    Place the corned beef in a large pot and cover it with beef broth. Add bay leaves, salt, and black peppercorns. Bring to a boil.
