Make the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water and mix until a dough forms. Knead the dough on a floured surface for about 5-10 minutes until smooth and elastic. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a large bowl, mix the ground pork, green onions, garlic, ginger, soy sauce, sesame oil, and season with salt and pepper to taste. Mix thoroughly until well combined.

Assemble the Gyoza
Divide the rested dough into small pieces, about the size of a golf ball. Roll each piece into a thin circle (about 3 inches in diameter). Place a small spoonful of the filling in the center of each circle. Moisten the edges with water, fold the dough over the filling, and pinch to seal tightly, creating pleats if desired.

Fry and Steam the Gyoza
Heat vegetable oil in a large skillet over medium-high heat. Add the gyoza to the skillet and fry until the bottoms are golden brown (about 2-3 minutes). Carefully add water to the skillet (about 1 cup) and cover immediately. Allow the gyoza to steam for another 5-7 minutes until the water has evaporated and the gyoza are cooked through. Remove the lid and let them fry for another minute to re-crisp the bottoms.
