Prepare the Farro
In a medium saucepan, combine 1 cup of farro with 3 cups of water and a pinch of salt. Bring to a boil, then reduce heat and simmer for about 30 minutes or until tender. Drain any excess liquid and set aside.

Prepare the Root Vegetables
Peel and chop the carrots and parsnips into small cubes. In a skillet, heat 1 tablespoon of olive oil over medium heat. Add the root vegetables and sauté for about 10 minutes until tender. Season with salt and pepper.

Make the Fennel Soubise
Slice the fennel bulb thinly and sauté in a saucepan with 1 tablespoon of olive oil until soft. Add heavy cream and simmer for 10 minutes. Blend until smooth and season with salt and pepper.

Plate the Dish
On each plate, place a scoop of farro, topped with sautéed root vegetables. Slice the seared tuna and arrange on top. Drizzle with fennel soubise and garnish with toasted pine nuts and a splash of orange juice.
