Prepare the Rice Pilaf
In a saucepan, heat 1 tablespoon of olive oil over medium heat. Add the rice and sauté for 2-3 minutes until slightly toasted. Pour in the chicken broth, bring to a boil, then reduce heat to low, cover, and simmer for 15-20 minutes, or until the rice is cooked and the liquid is absorbed. Fluff with a fork before serving.

Cook the Haricot Vert
In a pot of boiling salted water, blanch the haricot vert for 3-4 minutes until tender-crisp. Drain and transfer to ice water to stop the cooking process. Once cooled, drain again and set aside.

Make the Smoked Blue Crab Velouté
In a saucepan, melt the butter over medium heat. Add the chopped shallots and garlic, sautéing until soft and translucent. Add the fish stock and bring to a gentle simmer. Reduce by half, then stir in the heavy cream and smoked blue crab meat. Cook for 5-7 minutes until thickened. Add salt and pepper to taste.

Cook the Market Fish
Season the market fish with salt and pepper. In a skillet, heat the remaining tablespoon of olive oil over medium-high heat. Cook the fish for 4-5 minutes on each side or until golden brown and cooked through.

Plate the Dish
On each plate, place a serving of rice pilaf, top with the cooked market fish, and drizzle the smoked blue crab velouté over the fish. Garnish with haricot vert and sprinkle fresh herbs on top before serving.
