Prepare the Beef
Preheat your oven to 375°F (190°C). Pat the beef roast dry with paper towels. This helps to get a nice crust.

In a small bowl, combine the chopped fresh rosemary, minced garlic cloves, olive oil, salt, and black pepper. Mix well to form a paste.

Rub the herb paste all over the beef roast, ensuring it is evenly coated. Let it sit at room temperature for about 30 minutes.

Roast the Beef
Place the seasoned beef roast on top of the vegetables in the roasting pan (if using). Insert a meat thermometer into the thickest part of the roast. Roast in the preheated oven for about 1.5 to 2 hours, or until the internal temperature reaches 135°F (57°C) for medium-rare.
