Prepare the Dough
In a large mixing bowl, combine warm water, sugar, and active dry yeast. Let sit for 5-10 minutes until frothy.

Mix the Ingredients
Add the all-purpose flour and salt to the yeast mixture. Stir until a dough forms.

Knead the Dough
Turn the dough out onto a floured surface and knead for about 10 minutes until smooth and elastic.

First Rise
Place the dough in a greased bowl, cover with plastic wrap, and let rise in a warm place for about 1 hour, or until doubled in size.

Shape the Bagels
Punch down the risen dough and divide it into 8 equal pieces. Roll each piece into a ball and then poke a hole through the center to shape into bagels.

Add Toppings
After boiling, place the bagels on a baking sheet lined with parchment paper. Sprinkle sesame seeds, poppy seeds, and everything bagel seasoning as desired.

Bake the Bagels
Preheat the oven to 425°F (220°C). Bake the bagels for 20-25 minutes until golden brown.

Remove from the oven and let cool on a wire rack.

Prepare the Cream Cheese
In a mixing bowl, beat the cream cheese until smooth and fluffy.

Add Seasonings
Mix in freshly cracked black pepper, garlic powder, red pepper flakes, and salt to taste. Stir until well combined.
Assembly

Serve the Bagels
Slice the cooled bagels in half and spread a generous amount of whipped pepper cream cheese on each half.

Top with capers, shaved red onions, and fresh dill before serving.
