Prepare the Beef
Finely chop the beef tenderloin using a sharp knife until it reaches a minced consistency. Place it in a mixing bowl.

Mix Ingredients
Add the capers, Dijon mustard, Worcestershire sauce, shallots, and chopped parsley to the beef. Drizzle with olive oil and season with salt and black pepper. Mix gently until well combined.

Plate the Tartare
Using a ring mold or a small bowl, shape the beef mixture onto a plate. Use the back of a spoon to create a slight indentation in the center.

Add Quail Eggs
Carefully crack the quail eggs and place one egg yolk in the indentation of the beef tartare. Repeat with the second egg.

Serve Immediately
Garnish with additional parsley if desired and serve immediately with toasted bread or crackers.
