Prepare the Tart Crust

    Make the Dough

    In a large mixing bowl, combine the flour, cocoa powder, and powdered sugar. Cut in the butter until the mixture resembles coarse crumbs. Mix in the egg yolk and cold water until the dough comes together. Wrap in plastic wrap and refrigerate for 30 minutes.

    Bake the Crust

    Preheat the oven to 350°F (175°C). Roll out the dough on a floured surface and fit it into a tart pan. Prick the bottom with a fork and bake for 15-20 minutes until set. Allow to cool.

Make the Chocolate Filling

    Melt the Chocolate

    In a saucepan, heat the heavy cream over medium heat until simmering. Remove from heat and add chopped dark chocolate, stirring until melted and smooth.

    Combine Ingredients

    Stir in the truffle oil and vanilla extract. Allow to cool for a few minutes, then whisk in the eggs until fully combined.

Assemble the Tart

    Fill the Tart

    Pour the chocolate filling into the cooled tart crust. Bake in the preheated oven for 20-25 minutes, or until the filling is set but still slightly jiggly.

    Allow the tart to cool completely. Top with chopped hazelnuts and melted cookies & cream chocolate, then add dollops of whipped cream on top.
