Prepare the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth and slightly thick.

Heat the Oil
In a large frying pan or deep fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Halibut
Dip each halibut fillet in the batter, allowing excess to drip off, then carefully place in the hot oil. Fry for 4-5 minutes on each side until golden brown and cooked through. Remove and drain on paper towels.

Prepare the Vegetables
Finely shred the green cabbage and grate the carrots. Place them in a large mixing bowl.

Make the Dressing
In a small bowl, mix the mayonnaise, apple cider vinegar, sugar, salt, and black pepper until well combined.

Combine the Coleslaw
Pour the dressing over the shredded cabbage and carrots. Toss well to combine and refrigerate for at least 30 minutes before serving.
