In a large bowl, mix the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold beer (or sparkling water) until the batter is smooth and free of lumps. Set aside.

Dip each fish fillet into the batter, ensuring it is fully coated.
