Prepare the Banh Beo Base

    Mix the ingredients

    In a mixing bowl, combine the rice flour, tapioca starch, water, and salt. Whisk until the mixture is smooth and there are no lumps.

    Prepare steaming setup

    Fill a steamer pot with water and bring it to a boil. Prepare small, shallow dishes or molds for steaming.

    Pour the mixture

    Lightly grease the steaming dishes and pour the batter into each dish, filling them about halfway.

    Steam the cakes

    Once the water is boiling, place the dishes in the steamer. Cover and steam for about 10-12 minutes or until the cakes are set.

Prepare the Topping

    Cook the shrimp

    In a pan, cook the peeled and deveined shrimp over medium heat until they turn pink and are cooked through, about 3-4 minutes. Remove from heat and chop into small pieces.

    Prepare the toppings

    In a small bowl, combine the chopped shrimp, green onions, and fried shallots. Mix well.

    Add the fish sauce to the topping mixture and stir to combine.

Assemble and Serve

    Once the Banh Beo cakes are steamed and set, carefully remove them from the dishes. Top each cake with the shrimp mixture.
