If using chicken, shred the cooked chicken into bite-sized pieces. If using ground beef, ensure it is cooked and crumbled.

Prepare the cooked rice and set aside.

Rinse and drain the canned black beans.

Prepare Tomatoes
Dice the fresh tomatoes and set aside for topping.
Cheese Dip Sauce Preparation

Melt Cream Cheese
In a medium saucepan over medium heat, combine the cream cheese and milk, stirring until smooth.

Add Cheddar Cheese
Gradually add the shredded cheddar cheese, stirring continuously until fully melted and combined.

Add diced jalapeños, garlic powder, onion powder, salt, and black pepper to the cheese mixture. Stir until well combined.
Assembly and Cooking

Take a flour tortilla and layer it with a portion of the cooked protein, rice, and black beans.

Fold the tortilla over the filling and roll it tightly to create a burrito.
