    Prepare the Batter

    In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth and has no lumps. Let the batter rest for 15 minutes.

    Heat the Oil

    In a deep pan or a fryer, heat the vegetable oil to 350°F (175°C).

    Batter the Fish

    Dip each fish fillet into the batter, allowing excess batter to drip off.

    Fry the Fish

    Carefully place the battered fish into the hot oil. Fry for 4-5 minutes on each side until golden brown and crispy. Remove and drain on paper towels.

    Prepare the Potatoes

    Peel the russet potatoes and cut them into thick fries. Rinse in cold water to remove excess starch and pat dry with a towel.

    In a separate deep pan or fryer, heat vegetable oil to 350°F (175°C).

    Add the fries to the hot oil in batches, being careful not to overcrowd the pan. Fry until golden brown and crispy, about 5-7 minutes. Remove and drain on paper towels, sprinkling with salt while hot.

    In a small bowl, mix together the mayonnaise, finely chopped pickles, capers, lemon juice, Dijon mustard, and chopped dill until well combined.
